Instructions on Application of Health Declaration Certificate for China-Bound Passengers (Updated on July 1, 2022)

1. How to apply for Health Declaration Certificate (HDC)?

All passengers fly from Iran to China are required to get Health Declaration Certificate before boarding. Please visit https://hrhk.cs.mfa.gov.cn/H5/.

    

2. What tests should be done before departure?

Passengers are required to undergo two nucleic acid tests within 48 hours before boarding. The interval between the two tests is not less than 24 hours, and the second nucleic acid test should be carried out within 24 hours before boarding, whichever is the sampling time.

According to the actual situation of local nucleic acid testing laboratories and relevant regulations of Mahan Airlines, passengers who take Mahan flight to China are required to undergo nucleic acid testing at Pars Hospital Laboratory in Tehran (address: NO.67, Keshavarz Blvd, Valiasr Sq, Tehran, TEL:021-88960052/82199154). Passengers need to take the first nucleic acid test on Saturday morning, and apply for HDC based on negative results. Mahan will arrange a second test at Tehran International Airport on Sunday afternoon. Green HDC code and the second nucleic acid test report are both subject to check on boarding.

Please keep track of the airline's notification. Even if HDC code is issued by the embassy, boarding may be denied depending on the second test result.


3. How to apply for HDC as Transit passengers ?

Transit Iran from other countries: Passengers from all countries including those with direct flights to China can transit to China via Iran. Before coming to Iran, they should obtain a HDC code issued by the embassy or consulate of that country, undergo nucleic acid testing after arriving in Iran ( within 24 hours before boarding) , and apply for HDC to this embassy. Transit passengers should fully consider the transfer procedures, nucleic acid testing arrangements and other requirements in IKA airport. Please make sure to submit the application before 00:30 Monday morning. Passengers shall bear the consequences of delay, repatriation or any other consequences arising from failure to submit the application on time due to personal reasons.

Transit from Iran to other countries: Passengers in Iran are free to fly to China via other countries (the number of transits is not limited). In principle, they should apply for HDC to this embassy, and apply for HDC to the Chinese embassy or consulate where the flight to China takes off.

 

4. What documents should be submitted to apply for HDC?

(1) Passport biodata page;

(2) Valid Chinese visa or other proof of residence in China;

(3) Nucleic acid test report within 48 hours before boarding (for passengers departing from Iran) or nucleic acid test report within 24 hours before boarding (for passengers transit in Iran);

(4) Vaccination certificate (if any);

(5) Air ticket/Itinerary

 

5. How long does it take to get HDC after application is submitted?

The verification of HDC will be completed within 12 hours after application.


6. How to apply for HDC for passenger who has been infected in the past?

Those who have been diagnosed with new corona virus pneumonia or tested positive for nucleic acid are required to undertake two extra nucleic acid tests after recovery (sampling at any local hospital at an interval of more than 24 hours) and go through a 14-day health monitoring. In addition to the materials listed in Article 4, the two extra negative nucleic acid test reports are to be uploaded on application.

 

7. Do infants or children need to apply for HDC?

Yes. The application procedures and materials are the same as for adults.

This notice will take effect from now on. All previous notices on HDC application issued by this embassy will no longer be implemented. The Chinese Embassy in Iran will dynamically adjust the health code application requirements based on the epidemic situation. Passengers are reminded to take necessary protective measures before boarding and during the journey to prevent infection which may cause boarding obstruction or being stranded in transit places.
