To ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, according to the requirements of the joint announcement issued by the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs on July 20, the specific implementation measures for passengers who are to fly from Iran to China are required to obtain COVID-19 negative certificate before boarding are as follows:
I. General Requirements
Since August 4, 2020, Chinese and foreign passengers who are to fly from Iran to China are required to take a nucleic acid test for COVID-19 within five days before boarding. The test should be taken at institutions recognized by the Chinese Embassy in Iran (see Annex I for the list). Passengers are required to apply for a green health code with the "HS" mark or a Health Declaration Form with COVID-19 negative certificate. The airline will inspect the “HS” code or the Health Declaration Form before boarding.
Passengers are requested to ensure that the COVID-19 negative certificate conforms to the implementation measures and the provisions of relevant airlines about the nucleic acid testing institutions designated by the airlines and the relevant requirements on the issuing time of COVID-19 negative certificate.
II. Measures for Applying Green Health Codes for Chinese Nationals
Chinese nationals should, within 24 hours after obtaining the COVID-19 negative certificate issued by local nucleic acid testing institutions in Iran, declare their personal situation and upload photos of their COVID-19 negative certificate to the Wechat mini Program COVID-19 Prevention Health International Version. Please be sure to upload photos of the COVID-19 negative certificate before 16:00 p.m. the day before the flight departure, so as to avoid missing the flight due to the lack of time of approval.
After being reviewed and approved by the Chinese Embassy in Iran, the passenger can obtain the green health code with an "HS" mark(see Annex II for the sample). For those Chinese nationals who are departing from another country and bound for China via Iran，he/she shall take a nucleic acid test for COVID-19 at institutions designated or recognized by the Chinese embassy or consulate in that country and apply the green health code with "HS" mark from the Chinese embassy or consulate in that country before transit. Please make sure the green health code is within the validity period during the transit, otherwise will be blocked in Iran when boarding.
III. Measures for Applying the Health Declaration Form for Foreign Nationals
In order to facilitate application to apply for a Health Declaration Form (see Annex III for the sample) from the Chinese Embassy in Iran for foreign nationals , the applicant or agent may obtain a blank Health Declaration Form when he/she comes to the embassy to apply for Chinese visa, and submit the COVID-19 negative certificate and duly signed Health Declaration Form to the Embassy when he/she comes to the Embassy to obtain the Chinese visa one day before the the flight. The embassy will issue the Health Declaration Form with the seal of the Embassy after examination.
For those foreign nationals who are holding a valid Chinese visa issued by Chinese embassies and consulates after March 28, 2020 or are exempted from visa, please apply for the Health Declaration Form from us one day before the flight departs by the applicant or agent with COVID-19 negative certificates.
For those foreign nationals departing from another country and ultimately bound for China who transfer via Iran, he/she shall apply for a Health Declaration Form from the Chinese embassy or consulate in the departure country. Please make sure that the Health Declaration Form is within the validity period during transit and bring the declaration form to the airport for inspection by the airline before boarding.
IV. Special Reminders
(I) Please read this notice carefully. If you are unable to complete the nucleic acid test for COVID-19 in time and obtain a COVID-19 negative certificate, or fails to hold a green health code with an "HS" mark or a valid Health Declaration Form before boarding, that indicates that you are not in eligible for the boarding conditions, and you need to rearrange or adjust your itinerary.
(II) Chinese or foreign passengers who are to fly to China from Iran via countries (click the link for the list of countries concerned: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html) which have implemented the measures for taking flights with COVID-19 negative certificates, will also be checked for green health code with the "HS" mark or Health Declaration Form when transit. Please take a nucleic acid test for COVID-19 at institutions which is recognized by the Chinese Embassy in Iran in advance. Chinese nationals shall apply the green health code with the "HS" mark with COVID-19 negative certificates. Foreign nationals shall apply the Health Declaration Form from the Chinese Embassy in Iran. Please make sure the green health code with the "HS" mark or Health Declaration Form is within the validity period during transit, otherwise boarding at the transit site will be blocked, resulting in overstay and other consequences.
(III) Please strictly abide by the laws and regulations of China and Iran as well as the epidemic prevention regulations. All passengers should confirm that they are in good health conditions and showing no symptoms as fever, cough etc., and should present the green health code with "HS" mark or Health Declaration Form with the seal of the embassy before boarding, otherwise will be refused to board. Any passenger who deliberately conceals the sickness, forges a COVID-19 negative certificate to obtain the green health code with an "HS" mark or the Health Declaration Form will bear the corresponding legal consequences.
(IV)The photo of COVID-19 negative certificate uploaded by Chinese nationals must be complete and clear and must not be altered, otherwise the reviewing work will be affected and the losses shall be borne by the parties themselves.
